OFFICIAL STATEMENT: On CMU’s Participation in the Joint Coordination Meeting and Field Validation
Central Mindanao University (CMU) informs its stakeholders and the public that it will participate in the Joint Coordination Meeting and the field validation activities of the Department of Agrarian Reform (DAR) concerning certain landholdings of the University scheduled on 06–09 October 2026. The University’s participation is undertaken in the interest of orderly and constructive inter-agency coordination.
CMU emphasizes, however, that its participation is strictly without prejudice to the Motion for Reconsideration filed on its behalf by the Office of the Solicitor General on 18 September 2026, concerning the Order dated 28 May 2026 of the Secretary of Agrarian Reform, as well as to all other legal, administrative, and judicial remedies available to the University.
The presence of CMU representatives during the field validation shall not be construed as consent, conformity, or acquiescence to the coverage, segregation, acquisition, transfer, or distribution of any portion of the University’s landholdings. Neither shall it constitute an admission that the subject properties are coverable government-owned lands under Executive Order No. 75, Series of 2019, nor a waiver or abandonment of CMU’s existing legal position and rights.
CMU representatives shall participate solely for purposes of observation, documentation, coordination, verification of factual matters, and protection of the interests of the University. Their participation does not authorize them to make any admission, waiver, consent, stipulation, or representation inconsistent with the University’s reservation of rights.
The University maintains that the legal character and disposition of its landholdings must be determined in accordance with applicable laws, proclamations, titles, judicial decisions, and other governing issuances. CMU likewise underscores that the conduct of the field validation is part of an administrative process and does not prejudge the pending Motion for Reconsideration nor constitute a final determination that the subject properties are available for transfer and distribution.
Central Mindanao University remains committed to lawful and constructive engagement with concerned government agencies. At the same time, the University will continue to faithfully protect its lands, institutional interests, and legal rights entrusted to it under law.
