Central Mindanao University (CMU) held its first monthly convocation on March 10, 2025, at the University Convention Center. The event featured Civil Service Commission (CSC) Bukidnon Field Office Director Maria Cristina Gorgonia T. Saligumba as the guest speaker.

In her talk, Director Saligumba reflected on the significance of Women’s Month and the importance of political neutrality, particularly in light of the upcoming 2025 National and Local Elections. She emphasized the invaluable contributions of women to society and encouraged attendees to draw inspiration from the courage, fairness, and service of women who have fought for their rights and championed reforms.
She also underscored the critical role of political neutrality in public service.
“We must always be mindful of our duty to remain non-partisan and politically neutral, ensuring that public service remains free from political influence,” she stated.
Director Saligumba further outlined activities considered electioneering, as defined in CSC-COMELEC Joint Circular No. 1, s. 2016, and highlighted the consequences of non-compliance.
Furthermore, Director Saligumba stressed that political neutrality is not merely a guideline but a duty essential to maintaining public trust in government institutions. She also clarified that while government employees retain their political rights, they must avoid actions that amount to campaigning or explicit solicitation of votes. This ensures the integrity of public service and prevents the misuse of government resources for political purposes.
She also urged attendees to embrace their responsibilities as citizens by making informed choices, rejecting misinformation, and supporting leaders who uphold integrity, inclusivity, and good governance—values that align with the core principles of women’s empowerment and gender equality.
In closing, she reminded everyone that true empowerment is not just about breaking barriers but also about taking responsibility, and everyone has the power to create meaningful change.
The convocation also featured a recognition ceremony honoring faculty and staff for their exemplary service and achievements. Additionally, the Colleges of Education and Nursing, along with the Department of Nutrition and Dietetics from the College of Human Ecology, were recognized for their outstanding performance in recent licensure examinations.
