CMU champions better governance through EODB celebration

Central Mindanao University (CMU) strengthened  its commitment to efficient and people-centered public service by hosting a series of activities in celebration of the Ease of Doing Business (EODB) Month 2025.

Anchored on the theme, “Red Tape to Red Carpet: Better Business Movement in a Bagong Pilipinas (#R2C: BBMBP),” the campaign was part of a national call initiated by the Anti-Red Tape Authority (ARTA) under Memorandum Circular No. 2025-01.

In her message, Office of Administrative Services (OAS) Director Dr. Haidee Helena H. Garcia, who also chairs the university’s Committee on Anti-Red Tape (CART), shared a brief history of the EODB campaign. She explained that EODB refers to Republic Act 11032 or the Efficient Government Service Delivery Act of 2018, an amendment to the Anti-Red Tape Act of 2007 (RA 9485). These laws aim to streamline government services and minimize bureaucratic hurdles for the public.

Key reforms include the 3-7-20 Day Rule, Citizen’s Charter, zero-contact policy, automatic approval provisions, and penalties for service failure. 

“This campaign is about cultivating efficiency, transparency, and accountability in public service,” Dr. Garcia stressed, adding that the university’s CART leaders carried out several initiatives to foster stronger public service commitment and improved citizen engagement.

One of the highlights was the Business-One-Stop Shop (BOSS) held at the University Center for Gender and Development Lecture Hall. BOSS brought together eight key government agencies and service providers—GSIS, SSS, Pag-IBIG, PhilHealth, PSA, Landbank, Tagum Cooperative, and BUGEMCO.

Other activities included the inspection of frontline service billboards across university offices and a seminar promoting anti-red tape principles. The Fun Run capped the celebration by promoting solidarity, wellness, and a shared vision of efficient and responsive public service.

Meanwhile, University President Dr. Rolito G. Eballe shared that CMU is now shifting toward a more responsive, efficient, and people-centered public service. He shared how this shift is reflected  in the updating of the Quality Service Procedures (QSP) and Quality Objectives (QO) to align with the goals of the EODB campaign, noting that such efforts contribute to building a more dynamic and responsive university system.
